I think you may be forgetting to factor in the massive amount of firepower you lose giving a DC to a commander and taking away his BS2+ entirely with flamers. Yes quite. Broadsides are just terrible. I can't defend that level of bad. Same with Riptides, or the Gunrig. Now THOSE are wastes of points. Broadsides are almost OK in power level games. A fully loaded missileside does not make you feel bad just for using it at 9 PL, it is not great but at least it does not...
