Broken = it does not work as intended or doesn't fulfill it's purpose. But that doesn't really describe Commanders. I don't see any reason to take any gun other than the cyclic ion blaster. It's amazing in nearly every scenario. Here's a reason- there still seems to be no proxy for it. The one comes with the other since both apply to the question whether it gets the benefits of counting as swooping at the moment or not. The wording there is pretty clear to me though. It says that the Y'vahra moves as though it was a swooping MC for that one phase, not that it is actually swooping...
