Initiative test are rolled on 1d6, and you need to roll equal or less than your highest initiative (6 always fails). So a Commander would need a 3 or less, crisis suits would need a 2 or less, and Vespids would need a 5 or less.

They are both re-rolls, so they do not stack. You pick one since each die can only be re-rolled once, either the re-roll one's to hit of the command-link drone, or the re-roll all failed to hits of the C&C node.

Ok, a few general notes. Your first Crisis squad has too many upgrades, each one can take 3 weapons/systems and twin-linked weapons counts as two. So each Crisis in that squad is one over the limit. You do seem to have a good starting point, the start collecting box is a good deal. Maybe don't get a commander right at the beginning, not that it's a bad choice, it's a good one, but since you already have a HQ choice you could consider getting a Riptide/Ghostkeel or a Heavy Support choice instead...
