They use implants and stuff. It's a key feature of at least two of Farsight's Eight, IIRC.
Mostly just chip-in-the-brain stuff.

Eldar lost some options, apparently because they didn't have bits in the box. Tyranids gained some options, apparently because they did have the bits. The better thing is that EWO, as far as I see, can also shoot to units that disembarks transports. Let's say a Tactical squad disembarks from a Rhino. The upcoming Tyranid Codex will be very interesting here. They have three main Hive Fleets in the fluff and several smaller ones that get rarely mentioned. We'll see how much work GW is willing to put into developing those smaller ones to give them rules or if GW sticks to the 3 and maybe 1-2 other...

After looking around a bit, I think the 5 sept estimate may be correct. T'au, Vior'la, and Farsight Enclaves are listed in the Index.
