You are considered to be in or on terrain if you are touching the building with your vehicle. So in OP's picture, he is in cover. I'm not arguing that it would be better to work that way, however it makes little sense for me that it works only for woods and ruins or within 3" of Imperial Statuary.
Why not just add it as general rule for advanced terrain rules in that case?

I'm not sold on Pathfinder special weapons. I think the reason you bring Pathfinders is because they are 8 points for a 50% chance at a markerlight, going up to 75% with Kauyon active.
