I think in this case it's been treated as a rule for the model not requiring the equipment. Like how the R'varna has multi-tracker built into its rules without purchasing the support system. Awesome! That's one of my favorite units and I used to play that combination as my heavy hitter in recon list with Pathfinder and Stealth Suits. Very glad to hear it still works even though they lost the outflank. :D

Why cant you translate them like that? If you take an average across the game, which is a very solid 20.2 points per power, you can use that as a baseline for it.
