My guess is this is for more casual games. Tournament and things will probably not let you use the indexes if your army has a codex. Maybe. Pretty much.

That said, you can totally do two seperate detachments, which based on the Chaos Space Marine FAQ, does give you access to both groups of strategems.

From what I understand, chapter rules (and those like them) are detachment based. To qualify all models in thr detachment have to share the exact same <chapter> keyword for it to be a chapter detachment. In your example, custodes do not have the <chapter> keyword. If you are playing 8th edition, all Forgeworld rules are printed in the Imperial Armor: Xenos Index book.

Forge World has automated turrets. How viable though is a question, and I am not aware of anyone who uses them. Sorry mate.

You could use the Twist cards from the Open War deck. Capture this particular objective and next turn this specific Twist comes into play. You could possibly use the Ruse and Sudden Death cards that way too.
