Aside from fixating on the Riptide as it arguably can't fulfil this role, the basic principle of using a large, unit that is too damaging to completely ignore and to hard to kill to be easily dispatched is a great approach. I wonder if a change of point of view might help.

Tall units (Stormsurge, Riptide, Knights) might be able to see over the masses to engage the artillery directly. Flyers may also be able to similarly engage those hidden at the back.

The question on seekers is are we underestimating the Mortal wound or did the design team overstimate it? If the mortal wound is a big deal, then seeker missiles, destroyer missiles and railgun rules are fine and quite nasty. If the mortal wound isn't so big a deal, then the listed weapons are sever...

The downside to us not having a good anti-armour capability on our sniper weapons.

If the Kroot still had sniper rounds we could spam out characters with high toughness and good saves.

Remember that no plan survives first contact with the enemy. Your plan is to deepstrike next to high value targets and obliterate them with close range fire. He has his high value targets sheilded with low value units. You need to deal with those low value units first by removing them with your fire...
