Actually relics cost points. The warlord is allowed to pay for and equip 1 relic (Not named characters). At least Space Marines have a stratagem that lets them either spend 1 cp to give 1 relic to another character or 3cp to give a relic to two other characters. Different relics for each of course....

Actually, I think the answer here is NOT MUS, but instead going with as little units as possible-and the most durable as possible.

Riptide wing and ghostkeel hordes might be the way here.
Maybe even a huge crisis team.

Sure, I wont score many points-but neither would the enemy.

TBH it will make them the gods of Cities of Death.

And Cities of Death is the best variation in the 8th book by far, and everyone should always play it even if you don't have many ruins.

AND blacklights cost even less than regular markers now. This is incorrect. It’s drone (7) plus ML (3). So they are equal. Yea, forgot FW drones do not have gear included in costs.
