Basic match play changes are Boots on the ground (We should know this one by now)
Limits of command, (essentially, you can't use command re-rolls on mission related rolls)
Characters: They clarify that characters can only be targeted if they are visible AND are the closest. IE, you can't move behind a wall to discount a closer enemy model as "nearest visible." Weirdly, it looks like while they say "firer" or "firing model," they don't specify shooting attacks. Please Don't be a cheese monkey or allow cheese monkeying, though.
Lastly: Understrength units can only be taken in Auxiliary Detachments.

It looks like almost every titanic unit doubled in cost across the board, not just the Ta'unar.

I can't imagine any warlords that could viably use this Trait. Missile Pod Commanders, maybe?
Not much. As any character can be a warlord, you can use it one a Shaper or Firesight marksman, though for the latter I'd probably still prefer Mont'ka. It can be used for hit rolls in combat, so if you're planning to get charged, or be in melee for more than one round without a self-inflicted pile-in, maybe. You can technically still post-fight consolidate, since all your hit rolls would have been rolled by that point.

This is a great trait and makes lots of our units better. A Fireblade can easily advance alongside Gun Drones and give them his Volley Fire buff. Coldstars and regular Commanders can advance and fire Assault weapons without the -1 to-hit penalty. Plasma Rifle Commanders can advance and fire where otherwise they couldn't.
Even more, because of the exploitable wording, a model could advance, and then fire a heavy weapon
without any penalty. Your heavy BS is better after advancing than after simply moving. Wish I could put it on a broadside, but I guess Longstrike will do.

So, +D3 Markerlight hits. Not bad. Not as good as 1+D3, but still a solid stratagem, especially that it's for only 1 CP. Does it need to be used immediately

I managed to read some blurry words at a point where the guy's head doesn't block the strat.
Use this Stratagem after an enemy been hit by a markerlight fired by a model from your army. Place D3+1 markerlights next to that unit instead on only one.
It doesn't say immediately after, but I think it's implied.
Also, food for thought: PEN is free. The cost of taking a relic is that you can't take a different relic, as you are only allowed one relic per army.
Some relics replace other wargear, and you must still pay for the replaced wargear. PEN is not so. And while your army requires a Warlord, the relic doesn't have to go to the warlord, just a character.
So, until the codex comes out, it's basically a free auto-include as long as you have a viable (and unnamed) character in your army.
